New Chrome version, moved old chrome to Chrome87, and Chrome x64

This adds a new Chromium version, 115.0.5790.99, and moves the old Chromium version, 87.0.4280.141 to its own folder, Chromium87. This should be how all future versions are handled, newest takes priority and older versions are kept for compatibility.

This also adds the 64-bit version of 115.0.5790.99, as Chromium_x64. Several games can take advantage of this, particularly games that run out of memory easily.

The new startChrome.bat also introduces tabs and is fullscreened by default. Many entries in FP need these tabs.
